What is this bill?

Section 230 reform legislation in the 119th Congress. Section 230 of the Communications Decency Act provides liability protection for online platforms regarding user-generated content. Current proposals modify the scope of protection, with significant cross-aisle disagreement on direction.

What does it actually do?

• Algorithmic amplification carve-out — some proposals remove Section 230 protection for content algorithmically amplified by the platform
• Bad-actor carve-out — strips protection for specific content classes (child sexual abuse material, terrorism content, deepfake non-consensual sexual content)
• Good-Samaritan modifications — adjusts the safe-harbor for platform content moderation
• AI-generated content provisions — addresses whether Section 230 protects AI-generated content (separate from user-generated)
